Commission Guidance

Guidance documents lack the force and effect of law, unless expressly authorized by statute or incorporated into a contract. The Commission may not cite, use, or rely on any guidance that is not posted on the guidance portal, except to establish historical facts.

On February 28, 2020, the Commission published a notice in the Federal Register announcing the establishment of this guidance portal.

The Commission is finalizing regulations that set forth a process for issuing guidance documents. When those regulations are complete, they will be posted here.

Requests for the withdrawal or modification of existing guidance should be sent to guidanceportal@abilityone.gov.

The Commission guidance portal was created in accordance with Executive Order 13891, “Promoting the Rule of Law Through Improved Agency Guidance Documents.” Consistent with the Executive Order, this guidance portal includes a link to the Commission’s Laws, Regulations and Policy page on AbilityOne.gov.
